Cold case versus Statue of Limitations

H.I.3 is a cold case approach internationally rather than voiding past mistakes using a Statue of limitations stating too much time has passed 


Cold Case

A case becomes “Cold” when all probative investigative leads available to the primary investigators are exhausted and the case remains open and unsolved after a period of three years. Cold Cases are reviewed to determine if newer technologies or forensic testing may produce any new potential leads


State of Limitations 

A statute of limitations, known in civil law systems as a prescriptive period, is a law passed by a legislative body to set the maximum time after an event within which legal proceedings may be initiated
